Managing Director and SVP, Regulated Industries
Deb Cupp is the managing director of SAP’s Regulated Industries practice in the United States for SAP North America, which encompasses federal, state, and local government, as well as the higher education, aerospace and defense, healthcare, and utilities industries. In her role, she is responsible for leading the strategy, business operations, revenue performance, customer relationships, and overall customer satisfaction throughout the United States.
Deb joined SAP in October of 2011 as vice president of sales for SAP’s healthcare business in the U.S., with responsibilities for the payer and provider sales teams. By focusing on broadening relationships with strategic customers and cultivating important OEM relationships, Deb led her teams to outstanding, double-digit, year over year growth and built a strong performing organization.
Prior to SAP, as vice president of sales for Standard Register’s healthcare business, Deb led a national organization of 200 sales professionals in 10 regional markets. With ultimate responsibility for the division, she worked directly with her sales teams to drive acquisition, retention and expansion efforts in the highly competitive healthcare arena; an achievement that would cap off her seventeen-year tenure with the company.
A collaborative leader with executive-level influencing and relationship-building skills, Deb’s focus on re-engineering and optimizing sales processes has enhanced sales productivity and driven results for the businesses under her leadership.
Deb holds a bachelor’s of science degree in business administration with concentrations in marketing and finance from University of Richmond, in Richmond, Virginia, In addition, she holds an MBA from St. Joseph’s University, in Philadelphia, Pennsylvania.
Vice President, Federal Civilian
Mark Scallion is responsible for the federal civilian practice at SAP. Prior to his current role, Mark served as Vice President, Business User Division for SAP Public Services. Prior to SAP, Mark led various teams at Business Objects Government Systems, where he was instrumental in developing the Federal Government practice to become the leading business intelligence provider in the Federal market. He has more than 20 years experience in assisting DOD and Federal agency customers in implementing enterprise business management capabilities and systems to optimize productivity and operational results. Mark is a graduate of Mt. St. Mary’s University.
Vice President, U.S. Department of Defense
Steve Risseeuw is responsible for Department of Defense operations at SAP. His team supports existing U.S. Defense customers and their system integration partners as well as new customers embracing SAP’s exciting solution portfolio: Software as a Services (SaaS), real time data platform, and mobility. Before supporting SAP Defense customers, Steve spent over a decade in the software industry assisting Civil Agencies, Department of Homeland Security, and the Defense services with enterprise software solutions and systems. Steve started his career in the United States Air Force and is a graduate of Lehigh University and the University of Oklahoma.
National Vice President, State & Local Government and Education
Art Dorfman is responsible for leading the strategy and operations of the state and local government and education practice, including growing sales, expanding the portfolio and entering new verticals. Art is dedicated to helping transform state and local government and education institutions streamline processes and share vital information for enhanced decision making. Prior to joining SAP in 2002, he served as Vice President of Global Operations at Concur Technologies and Vice President at Peoplesoft, both leading providers in technology solutions. He has over 20 years experience in the government and technology arena beginning with his Bachelor’s degree in Computer Science from the University of New Hampshire.
Vice President, State & Local East
David Arturo serves as the vice president for SAP’s state & local government and education practice for the eastern United States. He oversees a team that manages strategic relationships within state governments, counties, cities, K–12 schools, and colleges and universities in order to help these organizations to be more efficient and drive down costs through SAP’s innovative tools. David has over two decades of experience in helping organizations with business software applications. He has over 12 years of experience with SAP. Prior to SAP he worked for Oracle Corporation and also has experience as a software developer for JP Morgan. David has a Bachelor of Science degree from Carnegie Mellon University’s Tepper School of Business.
Vice President, State & Local West
Garrett Histed serves as the vice president for SAP’s state & local government and education practice for the western United States. He oversees a team that manages strategic relationships within state governments, counties, cities, K–12 schools, and colleges and universities in order to help these organizations to be more efficient and drive down costs through SAP’s innovative tools. Garrett has over two decades of expertise in helping both government and higher education organizations address changing industry requirements and pressing business needs. Previously, he spent almost a decade at Oracle Corporation in various roles. Throughout his career he has focused exclusively on government and education and has been responsible for the relationships with all 50 states
Vice President, Aerospace & Defense
Steven Fehr oversees SAP’s aerospace and defense practice, including software sales and licensing, client education and training, and strategic consulting services. Prior to SAP, he served as Executive Vice President for Government Services at the Brooks Group, a practice he initiated for the company, and numerous executive positions at BearingPoint including Vice President roles of the State and Local Government, Federal and DoD, and Marine Corps and Intelligence Community practices. Steve graduated from the U.S Naval Academy in Annapolis. Md., and served as a Captain in the United States Marine Corps. He holds a Masters of Business Administration degree from National University, San Diego, CA.
